The Office of the Superintendent of Financial Institutions (OSFI) is the federal agency responsible for regulating all financial institutions in Canada, including banks, insurance companies, and pension plans. The OSFI web site had become outdated, running on retired technology with only limited support available.Users often complained that they couldn’t find key information, and more critically, found the mandatory reporting function cumbersome. At the same time, OSFI’s mandate was expanding, and the existing infrastructure could no longer meet the growing functional requirements. These challenges made it clear that OSFI needed a fully reconceived site. OSFI engaged DrupalBliss, recognized leaders in creating innovative, user-focused digital solutions within the Government of Canada.
About the project
Modernized, Scalable Platform with Improved Usability and Editorial Efficiency
The project was launched to modernize OSFI’s legacy system with a secure, scalable, and fully compliant platform. A key objective was to improve accessibility and usability for both internal and external audiences while streamlining content publishing and governance through advanced editorial workflows. The platform also needed to ensure full compliance with web accessibility standards as well as other Treasury Board of Canada (TBS) web standards.
To achieve these goals, the site was built on Drupal 11 using the Web Experience Toolkit (WxT) distribution. The solution featured a fully responsive design optimized for mobile and tablet devices, along with advanced publishing workflows and granular permissions to support OSFI’s editorial governance needs. Migration and validation of legacy content were also critical components, ensuring a smooth transition from the old system without data loss or accessibility gaps.
As part of the project, the team integrated Drupal 11 with OSFI’s internal Financial Data systems using secure, proprietary APIs. These integrations enable users to search and access key financial information and organizational data through keyword search, filtering, and sorting, all in real time. The solution ensures data consistency across platforms while improving usability and access to critical content.
Additional requirements included the integration of interactive components through WxT-BOEW libraries to enrich the user experience, and deployment in Pantheon’s secure cloud environment. The setup provided multi-environment support (development, staging, and production), allowing OSFI to maintain agility, scalability, and reliability throughout the platform’s lifecycle.

The launch of OSFI’s new website was met with strong positive feedback from the financial industry, which praised its modern design, improved information architecture, and enhanced usability. Information is now easier to locate, reporting processes are more efficient, and the new financial applications offer a more secure, accessible, and user-friendly experience across all devices. Information is presented in a clean, digestible format, significantly improving navigation and performance.
Built on a fully compliant foundation, the site aligns with accessibility standards, the Official Languages Act, and federal interoperability guidelines. Custom editorial workflows and permissions have streamlined content management, while Pantheon’s secure, containerized hosting ensures high availability, data integrity, and enterprise-grade security.

Secure and Scalable with Sophisticated Content Workflows
OSFI chose Drupal 10-WxT as the foundation for its new website because it best met the organization's technical, compliance, and operational requirements. As an enterprise-grade content management system (CMS), Drupal offers the flexibility, security, and scalability needed for a modern government web presence.
A key factor in the selection was Drupal’s Web Experience Toolkit (WxT) distribution, which aligns with federal web requirements.. WxT ensures built-in compliance with web accessibility standards, the Official Languages Act, and Treasury Board of Canada web guidelines—making Drupal a natural fit for public sector use.
Additionally, Drupal’s modular architecture and customizable content workflows allow OSFI to efficiently manage complex publishing needs while enforcing role-based permissions and editorial controls. This capability was critical for supporting OSFI's evolving digital content strategy.
The platform was deployed on Pantheon’s secure, container-based cloud infrastructure, which was selected for its ability to provide high availability, dynamic development environments, and robust security controls. This combination ensured that both infrastructure and application-level requirements for data protection and system integrity were fully met.
Lastly, Drupal 10’s support for custom theming and UI control allowed OSFI to create fully branded, accessible, and high-performance user interfaces with precise design flexibility and long-term maintainability.
