The Administrative Tribunals Support Service of Canada (ATSSC) provides centralized support services across 12 federal tribunals. To achieve its mandate, the ATSSC heavily relies on the activities of its employees to collaborate and work in conjunction with each other to achieve internal project goals through the use of intranet. However, with multiple teams operating in diverse locations, effective internal communication and resource sharing were critical challenges. Historically, ATSSC faced typical intranet issues such as information silos, limited search capabilities, inconsistent user experiences, and difficulty managing access controls across different user groups.
Modernizing Employee’s Workflows at the ATSSC
To overcome these obstacles, ATSSC initiated a project to develop a modern, robust, user-focused intranet. The aim was to create a centralized digital workspace that would streamline communication, simplify access to documents, and enhance collaboration — all while maintaining strict security and the web accessibility standards required by the federal government. DrupalBliss was chosen due to their extensive experience developing user-focused Drupal solutions within the Government of Canada, and their expertise in developing strategically grounded intranet solutions.
About the project
Drupal Bliss worked closely with ATSSC stakeholders to gather requirements and design a scalable architecture that supports the organization’s complex structure. The aim was to create a centralized intranet platform to support 12 federal administrative tribunals, improving communication, document sharing, and collaboration across the organization. The solution was designed to be user-friendly and adaptable to the unique needs of different tribunal teams. It also needed to be in full compliance with federal security, privacy, and accessibility standards.
The solution included secure role-based access controls to sensitive tribunal information, customizable dashboards with personalized content, and advanced search and filtering powered by Drupal’s Search API. It was built to integrate seamlessly with existing internal systems and the workflows were configured to support multi-level content Key features included faceted search, WCAG-compliant editing tools, content versioning, localization support, survey and polling capabilities, and enhanced security modules. Nearly 30 PDF forms, along with contact and report-a-problem forms, were converted into interactive Drupal Webforms to streamline requests and improve efficiency. The platform was fully aligned with Government of Canada web standards for security and accessibility, and built on Drupal 11 to ensure long-term stability, compliance, and extensibility. Ongoing training and support were also provided to encourage adoption and enhance user satisfaction.
Digital Transformation in Government
The launch of the Drupal 11 intranet marked a significant step forward in ATSSC’s digital transformation. Staff across all 12 tribunals now benefit from improved communication channels, centralized access to resources, and enhanced collaboration tools. The Drupal 11-powered intranet provided ATSSC with a cohesive digital workspace, enhancing cross-tribunal collaboration and operational efficiency. The platform simplified access to critical resources and empowered staff with tools tailored to their roles, fostering a more connected and productive work environment.
Employee feedback highlighted the intranet’s intuitive design and responsiveness, as well as the positive impact on day-to-day productivity. The platform’s scalable architecture positions ATSSC well for future enhancements and continued organizational growth.

Additionally, Drupal’s ability to support customized user experiences, as well as its compliance with Government of Canada web accessibility and security requirements made it the ideal choice. Drupal’s modular structure allowed for customizable user roles, advanced search functionality, and scalable content organization. Drupal’s open-source approach also offered ATSSC a cost-effective, customizable, and future-proof solution that could evolve alongside the organization’s growing needs.
