Solon.gov.gr is the official web portal of the Hellenic Ministry of Justice and serves as the central digital entry point to a wide range of online judicial services and applications for citizens, legal professionals, businesses and public authorities.
The portal takes its name from Solon, the renowned ancient Athenian lawmaker and statesman, one of the most influential figures in the development of the legal and political institutions of ancient Athens.
Solon.gov.gr brings digital justice services together under a single, consistent environment, helping users discover and access the appropriate application or service from one central location.
E-Sepia was responsible for the design and development of the Drupal web portal and its content management architecture. The individual judicial applications and transactional systems accessible through Solon were developed and operated separately; Solon.gov.gr acts as the common presentation, navigation and access layer through which users reach them.
About the project
A common gateway to multiple Justice applications
One of the most important roles of Solon.gov.gr is to provide a unified entry point to the Ministry of Justice's digital ecosystem.
Rather than requiring users to understand which underlying information system provides a particular service, the portal organises the available services around user needs and provides a common gateway to the relevant applications.
This separation between the Drupal portal layer and the underlying applications also allows individual services to evolve independently while maintaining a coherent and recognisable experience at the Ministry of Justice level.
Why Drupal was chosen
One platform for courts across Greece
The key requirement was to combine central governance with decentralised content management across the Greek judicial system.
Within the Drupal platform, courts across Greece can be provided with their own dedicated microsite, allowing authorised court personnel to independently manage and publish information relevant to their organisation.
Instead of maintaining separate standalone websites for individual courts, they become part of a common national platform with shared templates, components and governance rules.
Drupal's granular roles and permissions system is fundamental to this model. Administrators belonging to a particular court can manage their own microsite and content without gaining access to the content or administration of other courts.
At the same time, the Ministry can maintain central control over the overall information architecture, visual identity, common functionality and publishing framework.
Central governance, local autonomy
Common functionality and components can be developed and maintained centrally, while individual courts retain responsibility for their own local information.
This approach reduces duplication, simplifies maintenance and makes it possible to extend the platform to additional courts without creating and maintaining completely independent websites.
Solon.gov.gr therefore demonstrates how Drupal can be used not only as a CMS for a major government portal, but as the foundation of a distributed publishing ecosystem, combining a national digital gateway, multiple institutional microsites and decentralised editorial responsibility within a single centrally governed platform.
