About the project
Investment NSW’s challenge
Investment NSW needed to migrate its content to the new NSW OneCX platform. Its existing content needed an uplift to meet NSW editorial standards and the website navigation needed to be redesigned to fit into the NSW OneCX information architecture (IA). The scale of work, diverse expertise capability and tight delivery timeframe meant Investment NSW needed the assistance from external expertise.
Investment NSW’s transformation — human-centred content redesign
In partnership with Oliver Grace, Salsa Digital applied a design thinking approach, which focused on human-centred design principles to ensure the needs of business users and citizens remained central to all decisions.
The project followed a five-stage process:
- Discover: Engaged 30+ stakeholders through workshops to identify user needs.
- Define: Consolidated insights into a new information architecture that aligns with NSW OneCX standards.
- Design: Explored options for content structure, readability and accessibility.
- Develop: Produced draft IA and page layouts; iterated through multiple rounds of content review with stakeholders.
- Deliver: Migrated 232+ content items and 186+ supporting assets onto the NSW OneCX platform.
All 96 content pages were reviewed and rewritten with a target to meet Year 8 reading level and adjusted to comply with the NSW editorial style guide. The team ensured WCAG 2.2 AA compliance across text, links, media and supporting documents, creating a foundation for accessible and user-focused content.

Why Drupal was chosen
Drupal was chosen as the preferred content management system (CMS) for nsw.gov.au because Drupal is a leading open source CMS. The decision was also based on the successful rollout of Drupal for Service NSW, the Victorian Government’s Single Digital Presence (SDP) and GovCMS.
Technical Specifications
This project was built on the NSW OneCX platform, which is a whole-of-government Drupal implementation with specified modules.
